PCF standards (ISO 14067, GHG Protocol Product Standard, PAS 2050) are fundamentally location‑based for electricity, with tightly constrained and non‑default use of market‑based instruments—and they do not require dual reporting. Electricity reductions must primarily be demonstrated via physical changes, not certificate claims.
